A spokesman for United Nations secretary-general Antonio Guterres said during a briefing Tuesday that U.N. staffers are permitted to take part in anti-racism protests – in a private capacity – following a kerfuffle over an internal memo suggesting that doing so would jeopardize U.N. “impartiality.”
