CBO Director on Obama: 'We Don't Estimate Speeches"

After being questioned by Republican Paul Ryan on whether or not the CBO has calculated the claims in the President's April budget speech Doug Elmendorf responded that they had not. He said that they couldn't estimate the speech because it didn't provide enough details.
