The international court has issued an arrest warrant for Libyan leader Muammar Gadhafi. This is the first time the court has issued a warrant during an ongoing conflict. Gadhafi is unlikely to ever appear in front of the court since Libya is not recognizing the warrant and the international court lacks a police force to enforce its decision.
