Secretary of State John Kerry pushed back Wednesday on claims that the administration has excluded dissidents from Friday’s historic opening of the U.S. Embassy in Havana to avoid upsetting the Castro regime, attributing the decision to a lack of space and the fact the flag-raising is a “government-to-government” event.
