Ahead of the Paris climate conference, President Obama on Sunday defended climate financing as “a “smart investment for us to make.” GOP senators say they will block the $3 billion he has pledged for the U.N. Green Climate Fund unless any new climate agreement is presented to the Senate for ratification.
