State Dep’t Says It Has Never Called ISIS ‘Ragtag’

The Obama administration has never described the Islamic State of Iraq and Syria as a “ragtag” group, State Department spokeswoman Marie Harf said on Thursday, as she described the fall of Ramadi to the jihadist group as a “serious setback” but also said that any conflict would have “ebbs and flows.”
